What are the overall quarter four 2011/12 health target
results?
Nationally the results show excellent performance for the
Shorter waits for cancer treatment and the Improved access to
elective surgery targets, where all DHBs achieved their
targets. The Increased immunisation target reached 93.1
percent, compared with 67 percent when the target began five years
ago. The Better help for smokers to quit target was 93.6
percent and the Shorter stays in emergency departments target once
again reached its highest ever position at 93.8 percent.
While the data for the More heart and diabetes checks target is
still being reported as provisional, due to the way it is mapped
from PHOs to DHBs, at the national level there has been positive
improvement toward the target.
How did each health target perform?
Shorter stays in emergency departments
Results for the Shorter stays in emergency departments target
are again the highest since the target was introduced, with a
national result of 93.8 percent, a 0.3 percent performance increase
compared with quarter three 2011/12. Of the 233,329 patient
presentations to emergency departments this quarter, 218,783 were
admitted, discharged or transferred within six hours.
Improved access to elective surgery
The national Improved access to elective surgery target has been
achieved with 152,991 elective surgical discharges provided,
against a 2011/12 target of 144,000 discharges. This is 8991
(6 percent) more than planned. All DHBs have met their full year
health target plan.
Shorter waits for cancer treatment

All DHBs achieved the Shorter waits for cancer treatment target.
Nationally, 100 percent of patients, who were ready for treatment,
received their radiation treatment within four weeks of their first
specialist radiation oncology assessment.
Increased immunisation
National immunisation coverage increased from 92.2 percent in
quarter three 2011/12, to 93.1 percent against a target of 95
percent for the total population in the Increased immunisation
health target. Of the 15,769 children eligible to be immunised in
quarter four, 14,674 children were fully immunised by two years
old. This result includes children who turned two years between 1
April and 30 June 2012 and who were fully immunised at that
stage.
Better help for smokers to quit
The national result for the Better help for smokers to quit
hospital target increased from 91.3 percent in quarter three to
93.6 percent of smokers being offered help and advice to quit
nationally in quarter four 2011/12. Over 35,900 hospitalised
smokers have been identified in quarter four and 33,631 have
received brief advice. Based on provisional data, performance for
the primary care Better help for smokers to quit target has
improved slightly in quarter four, with an increase of 3.2 percent
to 34.4 percent for the verified results.
More heart and diabetes checks
The provisional national result for the More heart and diabetes
checks target is 48.7 percent against a target that 60 percent of
the eligible adult population will have had their cardiovascular
disease (CVD) risk assessed in the last five years by 30 June 2012.
This is an increase of 2.7 percent on last quarter.

Over what time period are the quarter four health target
results calculated?
Results for the Improved access to elective surgery target
reflect the cumulative total elective surgical discharges provided,
during the twelve month period July 2011 to June 2012 against the
full 2011/12 year plan. All other health target results
represent performance based on activity during the quarter April to
June 2012.
What are the health target changes for
2012/13?
From quarter one 2012/13 three of the current health targets
will change.
The Shorter waits for cancer treatment target will be expanded
to include patients needing chemotherapy for cancer, as well as
radiotherapy.
The Increased immunisation target will change to 85 percent of
eight month olds have their primary course of immunisation at six
week, three month and five months on time by July 2013.
The Better help for smokers to quit target will be 95 percent of
patients who smoke and are seen by a health practitioner in primary
care or public hospitals, are offered brief advice and support to
quit smoking.
Within the target a specialised identified group will include
progress towards 90 percent of pregnant women who identify as
smokers at the time of confirmation of pregnancy in general
practice or booking with Lead Maternity Carer are offered advice
and support to quit.
The More Heart and Diabetes checks target is 90 percent to be
achieved in stages by 1 July 2014. From 1 July DHBs will be
expected to achieve stage two of the target, 75 percent.
